一 |     중국 당·정, 생태환경 보호 책임 범위 확대·규정 세분화                   [베이징=뉴시스] 박정규 특파원 = 전국인민대표대회(전인대) 개막식이 열린 5일 중국 베이징의 톈안먼광장에서 바라본 톈안먼의 모습. 2025.03.06 [email protected][베이징=뉴시스]박정규 특파원 = 중국 정부가 생태환경 보호에 대한 당·정 간부의 책임을 강화하기로 했다. 이에 따라 국영기업 경영진도 생태환경 보호 책임 범위에 포함시키도록 하는 등 책임 대상도 확대했다.26일 중국 관영 신화통신에 따르면 중국공산당 중앙판공청과 국무원 판공청은 '당·정 지도간부 생태환경 훼손 책임 추궁방법'을 이같이 개정해 발표하고 각 지역·부문이 이를 준수하도록 통보했다.개정된 내용에는 생태환경 훼손에 책임을 지는 대상을 기존 당·정 지도간부에서 사업단위와 각종 개발구의 지도부 구성원까지 확대하기로 했다.이에 따라 국유기업과 산하기관, 소속 계열사 등의 경영진 등을 책임 주체에 포함시켜 이들이 중점 분야와 대상에 대해 생태환경 보호 책임을 전반적으로 이행하도록 했다.책임을 추궁할 수 있는 상황에 대한 규정도 보완하고 세분화해 당·정 간부들이 책임질 대상에 ▲생태환경 관리체계 구축 통합 추진 ▲경제사회 발전의 전면적 녹색전환 통합 추진 ▲국토공간계획, 생태환경 구역별 관리, 수자원 강력 단속 등 제도의 관철·이행 ▲산·물·산림·경작지·호수·초원·사막 등의 보호와 체계적 관리 ▲생태환경 피해배상 업무 등을 추가했다.책임 추궁과 관련해서도 중대한 생태환경 훼손이나 지역·유역·부문 간 복잡한 훼손 문제를 겪는 경우 상급 기관에서 조사에 나설 수 있도록 했다.당·정 간부에 대해 책임을 추궁하는 방식은 면담과 주의, 비판·교육, 경고 등을 비롯해 조직 조정이나 당기·정무 처분 등을 복합적으로 사용할 수 있도록 하고 위법·범죄 혐의 시 관련 기관에 신속히 이첩하도록 했다.이번 발표는 2015년 8월 처음 마련돼 공포된 규정을 처음 개정한 내용이다.중국공산당 중앙판공청 중앙조직부 책임자는 이번 개정과 관련해 "지도 간부라는 핵심 소수를 붙들어 책임의 '레드라인'을 분명히 하고 당정 지도 간부의 생태환경 훼손 책임 추궁을 더욱 잘 수행하기 위한 준거를 제공했다"고 밝혔다.。    Canberra, Oct 18 (UNI) Australia has reversed a decision made four years ago to recognise West Jerusalem as the capital of Israel.

Canberra's decision in 2018 had undermined peace and put Australia out of step with other nations, Foreign Minister Penny Wong said. She stressed that Australia remained a "steadfast friend" to Israel. Its embassy will stay in Tel Aviv, the BBC reported.

At the time, Scott Morrison had said Australia would recognise West Jerusalem immediately but not move its embassy from Tel Aviv until a peace settlement was achieved. Morrison's government lost power in an election in May this year.

On Tuesday, Foreign Minister Penny Wong called the former government's decision a "cynical play" to win over Jewish voters ahead of an election in Australia.

"I regret that Mr Morrison's decision to play politics resulted in Australia's shifting position, and the distress these shifts have caused to many people in the Australian community who care deeply about this issue," she said.

She reaffirmed the country's "previous and longstanding" position that the status of Jerusalem should be resolved as part of peace negotiations between Israel and the Palestinian people. "We will not support an approach that undermines this prospect," she said.

The status of Jerusalem is one of the most contested issues between Israel and the Palestinians.

Former US President Donald Trump drew international criticism in 2017 when he reversed decades of American foreign policy by recognising the ancient city as Israel's capital. The US embassy was relocated from Tel Aviv to Jerusalem in May 2018.

Months later, then Australian Prime Minister Morrison announced his government would follow suit.

Israel regards Jerusalem as its "eternal and undivided" capital, while the Palestinians claim East Jerusalem - occupied by Israel in the 1967 Middle East war - as the capital of a future state, the BBC said.

The status of Jerusalem goes to the heart of the Israeli-Palestinian conflict.

Israeli sovereignty over Jerusalem has never been recognised internationally, and according to the 1993 Israel-Palestinian peace accords, the final status of Jerusalem is meant to be discussed in the latter stages of peace talks, the BBC added.
